While they're more "acceptable" nowadays it doesn't deny the existence or common trope that those type of tattoos are most often worn by the yakuza. This isn't the first anime where a tattoo like that is shown and people acted scared because of it. And lets be real here his manner of speaking(him adressing/calling Polka a mob boss) his eagerness to violence etc. and obviously that tattoo just screams yakuza or at the very least bad news so obviously them reacting scared is very much reasonable. And aside from that being that the work in the same police force they more then likely have heard some of the shit he's done.

consider this, in Japan 'normal' tattoos get people banned from the following places the general public enters casually every day: pools, beaches, bath houses, chiropractors/doctor's offices/clinics/hospitals, waterparks, amusement parks, public parks/playgrounds etc. ... basically any place that wearing a shirt or clothing that was covering up your 'normal' tattoos can be removed legally. if you see a man or woman in one of ^ those places who is pretty much fully clothed... and trying to look casual while doing it? probably has one or more visible tattoos on them and they don't want to be 'politely escorted' out of the 'place' by the police... and then thoroughly questioned and suchforth. so, if you're a foreign visitor/tourist and you have large noticeable tats... don't show them in public in Japan. unless you're amongst other Japanese folks who also enjoy body-art.

The tattoo's design is very yakuza-like, and considering they were scared of it and how he was called "worse than a thug," it's easy to piece together that he was a yakuza member before he became a cop.

well if he has the 'stones' that's the first and most expensive part of the process. further 'processing' can be customized to his specific needs. :D

in reality, the "cut" is what makes diamonds extremely expensive though. this is why diamond dust is still used in stuff like sand paper as industrial rough diamonds are like 3-5 dollars a carat.(though to be fair flawless natural diamonds are way more expensive than artificially cut ones)

well, if he's going for semi-precious stones the ones like amethyst and topaz are often displayed in raw crystal form. i personally like those displays better myself. but ones like opal do need to be carefully cut and polished to show off their internal structures and colors correctly.
